Query on an Indian company wanting to send people to Dubai for work

The story goes like this: An Indian company has a contract with a company in Dubai to depute some of its employees to Dubai for a long term assignment;(1 to 3 years). The Indian company does not have an office in Dubai.

Hence, I would like to know answers to these questions:

1. Who needs to process the Visa for the Indian employees? The Indian company or the Dubai company?
2. Can the Indian company process the Visa without having an office in Dubai?
3. What type of Visa is to be processed?
4. What is the procedure for processing the Visa?
5. The Indian company would need to pay its employees a salary. How is it to be paid? What are the modalities?
6. would the Indian company need to have an office presence in Dubai or can it operate showing a Domiciliary Address.
7. Are there some companies in Dubai the Indian company can reach out to who can provide a domiciliary address and process payroll on behalf of the Indian Company?
