Stamping of academic certifications

• I am an Irish, did my studies in the UK. Currently I am in Ireland. I have been told to have all my certifications stamped by the Foreign & Commonwealth Office in Milton Keynes, but they refused to do so, unless they had been certified by a solicitor. This sounds so silly to me, but it is so. Can somebody helps on this issue please.
